Core legal focus areas
Protecting Vulnerable Communities. Pursuing Accountability. The National Center for Vulnerable Communities (NCVC) is dedicated to protecting individuals and communities who are too often overlooked, underserved, exploited, or unable to effectively advocate for themselves. Through independent, impartial, and accountable administrative and regulatory prosecutions, we pursue violations that harm vulnerable people, misuse public programs, compromise essential services, or undermine the integrity of systems created to protect the public. Our work is guided by four principles: Justice. Protection. Dignity. Accountability. Who We Prosecute For NCVC pursues administrative and regulatory enforcement matters in the public interest and on behalf of vulnerable and affected communities, including: • DDLG/DDLB & MDLG/MDLB — Protecting and advocating for individuals represented within these vulnerable populations when their rights, safety, or legal protections are compromised. NCVC seeks accountability when criminal or regulatory violations adversely affect these individuals or the systems established to serve and protect them. • Seniors & Older Adults — Protecting older adults from exploitation, neglect, abuse, improper denial of services, and violations affecting healthcare, benefits, residential care, and other programs and services on which seniors depend. • Individuals with Intellectual & Developmental Disabilities (I/DD) — Advocating for individuals with developmental and intellectual disabilities whose rights, services, benefits, care, or protections may have been compromised. • People with Disabilities — Addressing violations affecting accessibility, equal treatment, essential services, public benefits, and protections for people living with physical, cognitive, developmental, or other disabilities. • Individuals Experiencing Homelessness — Pursuing accountability where administrative or regulatory misconduct harms people experiencing homelessness or interferes with life and safety and protections intended for them. • Individuals with Serious Mental Illness & Mental Health Needs — Protecting people who may be especially vulnerable within healthcare, residential, benefits, and public-service systems. • Children & Youth — Pursuing violations that threaten the safety, welfare, services, benefits, or legal protections of children and young people. • Pregnant Women and Parents with Children — Protecting pregnant women, parents, and families whose health, benefits, services, housing, or other essential protections may be placed at risk. • LGBTQIA+ Individuals — Addressing unlawful or improper administrative and regulatory conduct affecting LGBTQIA+ people and their access to programs, services, benefits, and protections . • Medicaid & Medicare Beneficiaries — Pursuing accountability for conduct that harms beneficiaries or compromises the integrity, accessibility, or lawful administration of these critical healthcare programs. • Taxpayers & the Public — Protecting public resources and pursuing accountability when misconduct, waste, abuse, regulatory violations, or misuse of publicly funded programs harms taxpayers and the communities those programs are intended to serve. What We Pursue NCVC focuses on administrative and regulatory violations and prosecutions involving conduct that harms vulnerable communities or compromises programs designed to serve and protect them. Our focus may include matters involving abuse, neglect, exploitation, discrimination, improper denial or restriction of services, regulatory noncompliance, misuse of public resources, program integrity violations, and other conduct subject to administrative or regulatory enforcement. We pursue accountability based on the conduct and the law—not the identity, status, influence, or resources of the respondent. No One Left Behind NCVC bridges the justice gap when traditional prosecuting offices fail to protect vulnerable communities and act. We stand for equity, integrity, and justice—and for the core principle that accountability must extend to everyone. For Victims. For Accountability. For All.
